The Senate Finance Committee released a draft version of its "Rebuild Better Act" on December 11 and added incentives for domestic manufacturing of inverters and trackers. SEIA has been working to incorporate these technologies into the bill.

Inverter rewards in this version include:

Tracker rewards in this version include:

The solar panel manufacturing incentives in this version (repeated from the House draft of the BBB bill) include:

The updated version of the bill also includes immediate refunds for Section 25D residential ITC starting in 2023 instead of 2024 as previously written. The National Residential Renewable Energy Movement has been pushing to speed up this timetable.

"Incorporating 25D refunds into the "Better Rebuild Act" is a game changer in the struggle to promote environmental justice, combat climate change, develop our economy, and create high-paying American jobs. The Senate version of the bill makes us better by speeding up the implementation timetable. Approaching this critical moment, this means that more low- and middle-income households will be able to use clean, affordable energy to power their homes," the movement said in a statement.

The chairman of the Senate Finance Committee Ron Wyden (D-OR) said that the dialogue is continuing and the committee is preparing to hold a bipartisan meeting with Senate members this week.
