This is what Biden’s "Rebuild Better" Act still includes clean energy-Electrek

The Biden administration yesterday released a "Rebuild a Better Framework" worth $1.75 trillion. Although the original $3.5 trillion proposal was cut, it still includes substantial investment in clean energy policies. This is what is still there.

Investments in clean energy and climate change include US$320 billion for clean energy tax credits, US$105 billion for flexible investments, US$110 billion for clean energy technology, manufacturing and supply chain investment and incentives, and 20 billion U.S. dollars are used for clean energy purchases. So this is a total of 555 billion US dollars.

The White House website outlines what will happen to clean energy if Congress passes the bill in the framework:

Provide substantial consumer rebates and ensure that middle-class households save money when switching to clean energy and electrification. The consumer rebates and credits included in the Build Back Better framework will save the average American household hundreds of dollars in energy costs each year. These measures include strengthening and expanding existing household energy and efficiency tax credits, and creating a new tax rebate program that focuses on electrification. The framework will reduce the cost of installing rooftop solar energy for homes by about 30% and shorten the payback period by about 5 years... In addition, the framework will help rural communities take advantage of clean energy opportunities for agriculture through targeted grants and loans from the department.

Ensuring that clean energy technologies—from wind turbine blades to solar panels to electric cars—will be built in the United States with American-made steel and other materials, creating hundreds of thousands of good jobs in the country. The Build Back Better legislation will provide incentives for the development of domestic supply chains in solar, wind and other key industries in frontier communities in the energy transition. In addition, the framework will promote the competitiveness of existing industries such as steel, cement, and aluminum through grants, loans, tax credits, and procurement to promote capital investment in decarbonization and revitalization of the US manufacturing industry.

Lisa Frank, Executive Director of the Washington Legislative Office of the United States, said:

The proposed "Rebuild Better Act" will change the rules of the game in response to the climate crisis. It has cleared the way for my country to more easily use the abundant clean energy in solar and wind energy, and will usher in a decade of clean energy growth by reducing the cost of renewable energy for consumers and enterprises. This is a win-win for Americans and our environment. President Biden and many members of Congress who advocate clean energy can be very proud of this framework.

We urge Congress to advance the "Rebuild Better Act" and the Bipartisan Infrastructure Investment and Employment Act as soon as possible, which will supplement investment in power grids, clean air, clean water, and electric vehicle infrastructure.

According to Abigail Ross Hopper, President and CEO of the Solar Energy Industry Association (SEIA):

The Build Back Better framework contains the most ambitious and transformative clean energy policy we have seen from Congress. Climate action cannot wait. It is time for legislators to adopt policies that promote the deployment of clean energy. The plan allocates more than 30% of the total price to climate and clean energy and is the right tool for legislators to take action.

Solar energy is job creation, and long-term tax incentives for solar energy, energy storage, and domestic manufacturing will put us on the road to decarbonize the grid, achieve the President’s 2035 clean energy goal, and create hundreds of thousands of high-quality career opportunities in every community. For our climate, economy and American workers, the solar industry is urging Congress to pass this important legislation as soon as possible.

But the position of the North American Construction Union (NABTU) is slightly different. It hopes that Congress will stop the mischief and pass this bill. NABTU Chairman Sean McGarvey said:

As union members and leaders, we are well aware that principled negotiations can be difficult but fruitful. We also know that the time has come to reach an agreement. The verbal time is over. We are tired of politicians making calls and booking airtime on cable TV instead of doing their jobs. Our members come to work and produce every day. They hope that elected officials will do the same.

The need to postpone the resolution of our country’s infrastructure crisis must stop. The bill and the millions of working families affected by it must stop using it as a bargaining chip. Congress must return to Washington and pass the bill without delay.
