The article on Topsham's proposed solar farm pointed out that Maine and the world lacked a holistic approach to solar farms.

Any building without shade should install solar panels on the [flat] roof, because the real estate has been developed and has great potential to install photovoltaic panels, while fallow farmland and woodland are exponentially effective for organic absorption and growth through tree growth. Storage of carbon dioxide is very important.

In a satellite review of the Topsham Fairground Mall Road enterprise and parking lot, it appeared that only Target stores used solar panels to efficiently use energy for the real estate of their buildings. On the other hand, the proposed Foreside Road project appears to have removed (how many?) trees and plans to replant leaves that were interrupted by construction. What are the financial costs? What happens if the owner files for bankruptcy as a way to avoid restoring the land to its original state at the end of the project’s life cycle?

Shouldn't the comprehensive plan promote the array on existing flat roof buildings before destroying agricultural and forest properties?

Wouldn't it be more effective to build an "A" frame structure for solar panels with trees growing on the ground instead of covering large areas of land with photovoltaic arrays?

If their buildings and parking lots don’t have solar panels, can Maine’s comprehensive greening policies use existing property tax laws to tax the owners of flat roof buildings and parking lots for potential value?

Another greener policy should be coordinated with New Brunswick to move Maine to Atlantic time throughout the year.
